Does a Phase I ESA include sampling?
A standard Phase I ESA is a records review, site inspection, and interview-based assessment. Sampling is typically performed during a Phase II ESA if the Phase I ESA identifies a Recognized Environmental Condition or if a lender requires additional investigation.
When Additional Due Diligence or Phase II ESA May Be Needed
If a Phase I ESA identifies a REC, the next step may be a targeted Phase II Environmental Site Assessment involving soil, groundwater, or vapor sampling. Some properties may also require non-scope considerations such as asbestos, lead-based paint, mold, wetlands, vapor intrusion, or radon review depending on the building age, site history, lender requirements, and transaction risk.
